The TRAI PE-TM Binding Framework is the biggest change to Indian A2P SMS since DLT registration itself. From 30th September, every business SMS is validated against the approved, active PE-TM chain, including the authorized delivery telemarketer (TM-D) and hash code, and anything that does not match is blocked at the operator. What the framework mandates
Under the earlier DLT regime, registering your entity, sender IDs and templates was enough; the route your SMS took to the operator was loosely policed. The PE-TM Binding Framework closes that gap. The official notification circulated by Jio TrueConnect puts it plainly:
“The TrueConnect Jio DLT Platform will strictly validate every A2P SMS against the approved and active PE-TM Chain, including the authorized TM-D and Hash Code.”
“Ensure all SMS traffic is routed only through the authorized TM-D declared in the approved PE-TM Chain.”
“Any failure to complete the required PE-TM Chain configuration and approvals may result in SMS delivery disruption.”
In one sentence: the exact path from your business (PE) to the operator must be declared, approved and matched at send time, ending at a registered delivery telemarketer with direct operator connectivity.
The three duties the notification lists
- Review all PE-TM chains registered for your Principal Entity (and, for aggregators, their downstream entities).
- Ensure the correct TM-D is registered, mapped, approved and active against each applicable chain, with the hash code at submission matching the approved chain.
- Route traffic only through the authorized TM-D declared in that chain, coordinating with your telemarketer to fix any gaps.
