Every WhatsApp Business API number has a quality rating (Green, Yellow or Red) based on how recipients have reacted to your recent messages. Blocks and reports pull it down. It works together with your messaging limit, which is the number of unique customers you can start conversations with in a rolling 24 hours.
When quality stays good and you use your limit, Meta raises the limit through tiers: entry tiers in the low thousands of unique customers per 24 hours, then 10K, 100K and unlimited. When quality drops, you can be flagged and later lose a tier. Recovery is possible, but only by changing what caused the drop.

What is WhatsApp quality rating?
